Sunken/broken manhole

Sent to Aberdeenshire Council less than a minute later. Council ref: 976867.
There is a sunken, uneven, and unstable round manhole outside 33 High Street, Banff. It has sunked a few inches and rattles when you walk over it. I forgot to check what it was for when I noticed it, it's visible from google street view from the extended kerb looking back to the terrace junction. Please advise possible ownership so I can report directly. Looks like it's been sinking for a while.
