Request for Clearance of Blocked Burn and Obstructed Outfall Beneath Public Road - Backburn Farm, Gartly, AB54 4RQ

I am writing to request assistance regarding a significant and worsening flooding issue at the unclassified public road at Backburn Farm, Gartly, AB54 4RQ, where a burn passes beneath the carriageway. A private surface‑water drainage outfall discharges into the burn at this location. At present, the outfall is obstructed by approximately two / three feet of accumulated gravel, sediment and stones within the burn beneath the public road, preventing the drain from discharging and causing flooding to several farm buildings, the farmyard, the public road, and - without our own interventions - neighbouring domestic properties on the opposite side of the road. This problem has worsened year on year for the last decade, as you can see from SEPA’s flood maps. A recent inspection confirmed that the obstruction lies inside the culvert/road structure, not in the open watercourse upstream or downstream. The private drainage system has been checked and is functioning efficiently; the issue is solely the blocked outfall, which now lies buried beneath a substantial volume of sediment that has accumulated over many years. Floodwater now regularly reaches road level and overtops the carriageway. We have privately cleared the roadside ditch and pipework to prevent further debris and water affecting the public road, but this does not address the flooding affecting the farm buildings and steading, which can only be resolved by clearing the culvert beneath the road. I do have some videos which show the most recent flooding (earlier this year) within some of our farm buildings and along the road, as well as some photos but due to the size of these files, I will email a link using WeTransfer which I hope will be acceptable. These were not taken at peak flooding and were taken after we had already cleared the roadside ditch and pipework to prevent further debris and water affecting the public road.
