Parking over and next to Fire Hydrant

Dear Sirs cc. Aberdeenshire Fire Service cc. Aberdeenshire Council Please can I request your advice to the following situation that I feel is putting my wife and I and our neighbours (with many young children) at risk in the case of a major fire or medical situation. We have an ongoing issue with our neighbours at 15 Bains Park, Tarves continually parking within our end of Bains Park close turning point, particularly, due to the fact that they are continually near to, parking over and front of cars bonnets across a Fire Hydrant. The continual parking of up to 7 vehicles in the turning point, during all hours particularly at night, is causing ourselves and our neighbours concern, and complaints and polite requests to desist from parking in the location that have been made and ignored, is causing issue with weekly bin lorries, delivery vans, plus awkward slow reversal of vehicles backwards down Bains Park close and cars and vans using other people’s drives to turn into. Children actively play in the close (reasonably) safely, but the feeling now that we have spotted the Fire Hydrant being blocked is adding to the stress. Particularly at night. Understanding – It is an offense under the Fire and Rescue Services Act 2004 (Section 42) to obstruct a fire hydrant, which can result in a fine of up to £500. The offense is specifically triggered if the fire service requires the hydrant for an emergency and is blocked from doing so. [ Under the Fire & Rescue Services Act, it is illegal to obstruct a Fire Hydrant. This includes parking over or even too close to a hydrant. I would like to confirm if and what can be done to rest our worries should a call out by any rescue service be necessary. Please advise.
