Sent to Aberdeenshire Council less than a minute later. Council ref: 969305.

Trying to create a communal garden in a space where floodgates were, and looking to see if the council have earth that could be supplied free of cost if possible. It's over 2ft high, 4.5ft wide x 11.5 ft long.
