Main Street Cruden Bay - parking

Good morning, We were in Cruden Bay yesterday and parked at the parking bays near the public toilets on Main Street. I noticed the attached on a number of lampposts in the vicinity. Having checked your website it states parking is free in those bays, so raising this as a potential scam? There is no indication of charges per hour etc. or expected 'donation', no phone number and only the logo of two parking apps. Is this a legitimate Aberdeenshire Council request?
