Scottish Water Wastewater Pumping Station Access

Hi, I'm one of the Senior Operators in the area for Wastewater pumping stations (Scottish Water) and treatment works. We have a wastewater pumping station in Gardenstown (Gardenstown Newbank) and for a few years have had issues with access to the lids. We are unable to maintain and manage the site to the correct standards required such as lifting pumps and checking the well due to the amount of vehicles which park on this area and cover the lids daily. This could also cause further issues if we get a call on standby and needing to inspect the well. I have been down to the pumping station for the third time this morning with a contractor to measure for new lids and still can't gain access as most of these vehicles seem to be from holiday lets and unaware of who it belongs to. I'm emailing not only to express my concerns but to come up with a solution to possibly restrict access to the public for parking. Although access will be required for the waste bins these could possibly be moved to the side and then have a chain or posts to ensure cars etc can't park as the area isn't a car park and is solely for the bins and the pumping station. This is restricting access for us to get tankers down to wash down the well also and we are in need of lifting the pumps to do routine inspections. It is difficult for us to plan work in as we never know when access will be granted. I can engage with contractors to put some of this into place if needed but unsure what permissions we'd need from the council. Would appreciate a response as to how we can solve this as soon as possible so we can remain complaint and have the station checked and maintained correctly. In the image below this shows only one lid that we can gain access too and the rest are underneath and behind the vehicle most times there's around 3 vehicles parked restricting all lids.
