Blocked drains on both sides of the road so water flowing down the hill isn't being diverted into existing burn but allowed to flood the road and flow further downhill where it is causing more problems

There's a burn which is culverted under the road with drains on both sides of the road which should capture water flowing down the hill and divert it into the burn. The drains are blocked so water isn't being drained away but it flowing down the hill towards Blairside and causing significant flooding where the road turns east/west and levels out. This is more of a problem given that the South Deeside Road is currently closed and traffic is using this road to bypass the closed section. Thanks
