Water in field not draining away and running across road

Sent to Aberdeenshire Council less than a minute later. Council ref: 947434.
Suspect the culvert running parallel with the north side of the road is blocked. So every time there is heavy rain the road has water right across it. And when it freezes its very hazardous.

We’ve completed our inspection and identified that the issue relates to an obstruction or defect for which a private party is responsible, under the Roads (Scotland) Act 1984.
The Roads Authority is taking appropriate action to resolve the matter. This may include requiring the responsible individual or organisation to carry out remedial work within a specified timescale.
We’ll continue to monitor the situation and take further steps if necessary to ensure compliance.
