Formal Complaint Regarding Hazardous Road Conditions in Quinach Area

I am writing to raise a formal complaint regarding the hazardous condition of a public road in the Quinach area. As a council tax-paying resident, I am both concerned and dismayed by the persistent neglect of basic safety standards on this stretch of road.
Most urgently, a makeshift speed hump—reportedly installed by a local individual—has been formed from loose gravel and mud. It is entirely unmarked, lacks any warning signage, and is dangerously camouflaged against the road surface. This unregulated obstruction recently caused near-damage to my vehicle.
In addition, there is an ongoing and unresolved issue with water drainage in the area. Water consistently leaks onto the tarmac, creating slick, hazardous conditions. As we approach the winter months, this will—as in previous years—inevitably freeze over, turning the road into a sheet of ice. Last year, no graveling or preventative measures were undertaken, leaving both residents and visitors at risk when accessing their properties.
The combination of these factors—unauthorised road alterations, poor drainage, and a lack of winter maintenance—constitutes a serious failure in the council’s duty of care. I therefore request that the council:
1. Remove or properly reconstruct the hazardous speed hump with appropriate materials, markings, and signage. 2. Address the water drainage issue to prevent further leakage and surface degradation. 3. Implement a reliable winter safety plan, including regular graveling and ice prevention.
Please advise on the appropriate claims process and confirm receipt of this complaint. I trust this matter will be treated with the seriousness it demands.
