Dying Spruce at Junction of A93 and Raemoir Road

I am a registered basic tree inspector as a part of my job and I have been observing the large spruce across the street from our block of flats which has been rapidly dying back. If the tree fails, the target is the entire junction of the A93 and Raemoir Road. While I believe the tree to be on private land, it will have major health and safety implications for the Aberdeenshire Council target roads.
