Random traffic cone blocking pavement

Sent to Aberdeenshire Council less than a minute later. Council ref: 921285.
A random single (large) traffic cone is blocking the pavement for no reason outside number 66 North Castle Street. It's preventing my wife using our children's buggy safely, and she is needing to step-out into the road with the buggy to avoid the cone. It's been there for two weeks, and isn't providing caution or safety from any ongoing works, it appears to have just been left there. Please can it be removed. Thank you.
