Overhanging tree

There is a multi-trunk task tree opposite our property which sits outside of the boundary fence of the Forest Scotland woodland opposite. This tree overhangs the road, the BT phone line and our property Woodmount. Given that we have just had another tree fall onto our property, we wish to get permission to cut down all or part of the oak tree to remove or reduce the risk of the tree falling on our property and causing damage. Please can you let me know if this tree belongs to the council or to Forest Scotland and if we can get permission to make the tree safe.
