Overgrown hedge

Council owned property 21 Eastburn Rd, hedge is obscuring road junction,also the height is 3/4 up lamppost. Have reported over last 3 years no action by council, the hedge is obscuring 2street signs, fire hydrants etc . The hedge is far too high and thick and is blocking pavement
