Disgraceful workmanship

This pothole has been filled in with a shovel of tar and patted down. The edges are not sealed properly with tar and the original hole has obviously not been cleaned out adequately as the patch is already lifting at the edges. Any competent clerk of works would condemn this work as inadequate and unfit for purpose.
